That authority to execute Development Agreements, Subdivision Agreements, Inclusionary Zoning Agreements and any Amending Agreements thereto under Official Plan Amendment, Rezoning, Removal of Holding Provision, Minor Variance and Consent applications be delegated to the Commissioner of Planning and Building, or their designate, and the City Clerk and that a by-law authorizing such delegation of authority be prepared pursuant to section 23.1(1) of the Municipal Act, 2001.
    2. That a consolidated by-law with respect to the delegation of authority for planning application agreements be prepared and enacted pursuant to section 23.1(1) of the Municipal Act, 2001.

    1. That the report dated August 5, 2024, from the Commissioner of Planning and Building regarding Path to Safer and More Affordable Housing Options – An Additional Residential Units Licencing By-law or an improved Registration By-law in Mississauga be received.
    2. That an Additional Residential Units (“ARU”) Licensing By-law or an improved Registration By-law be enacted in 2025 to replace or amend the existing Second Units Registration By-law 0114-2016.
    3. That the Second Units Registration By-law 0114-2016 be repealed upon the passage of the new ARU Licensing By-law or amended where improvements are instead pursued.
    4. That Strategic Communications and Initiatives staff launch an ARU marketing program to building awareness and encourage the legalization of illegal ARUs.
    5. That Council request that the Region of Peel review their second unit financial incentives program to better support legal basement apartment conversions.
    6. That staff review the Short-Term Rental Accommodation Licensing By-law 0289-2020, as amended, and the Residential Rental Accommodation Licensing By-law 0172-2010, as amended, and report back to Council.
    7. That Planning and Building staff inform other levels of government on the need for significantly reduced hearing wait times at the Landlord and Tenant Board (LTB) to reduce pressure on the need for municipal intervention via enforcement and bylaws that add costs and red tape.

    1. That the report “MiWay Transit Hydrogen Fuel Supply” dated January 23, 2025 from the Commissioner of Transportation & Works be approved.
    2. That the Chief Procurement Officer or designate be authorized to award and execute the Special Relationship agreement with respect to the purchase between The Corporation of the City of Mississauga and Enbridge Inc. (also known as 2562961 Ontario Ltd.) for the supply and delivery of green hydrogen fuel in the amount of an estimated $3 million per year, exclusive of taxes, for a term of up to 10 years, for the MiWay Hydrogen Fuel Cell Electric Bus (FCEB) project, as outlined in the corporate report entitled “MiWay Transit Hydrogen Fuel Supply” dated January 23, 2025 from the Commissioner of Transportation & Works, and all necessary agreements and related ancillary agreements, all in a form satisfactory to the City Solicitor, in accordance with Section 23 of the City’s Procurement Bylaw 0013-2022, as amended.
    3. That all necessary by-laws be enacted.

    WHEREAS Waseem Khurram Shaikh is hosting Qawali Night on February 22, 2025 at Ice Coal Lounge located at 3545 Odyssey Drive Unit 03;

    AND WHEREAS the organizers expect an attendance of 50-60 people;

    NOW THEREFORE BE RESOLVED that the Alcohol and Gaming Commission of Ontario be advised that the City of Mississauga deems the Qawali Night on February 22, 2025 at Ice Coal Lounge; as one of municipal significance for the purpose of obtaining a Special Occasion Permit (SOP); subject to all necessary permits and approvals being obtained and compliance with all City of Mississauga by-laws.

    Whereas Councillors often provide cooperative education opportunities to local students through their offices or at community events which can often provide students with valuable early work experiences; 

    Whereas the Councillor office expense policy currently does not allow for honorariums of even modest amounts, to recognize the contributions of students who volunteer outside of a cooperative education opportunity programs;

    Therefore, be it resolved the Councillor office expense policy be amended to allow honorariums to be paid from Councillors pre-allocated ward office budgets with a limit of $2,500 per year with a maximum limit of $500 per person/year for students currently enrolled in secondary or post secondary school;

    Be it further resolved that family members of a Councillors would not qualify.

    WHEREAS City of Mississauga proclamations are official statements made by, or under the authority of, Members of Mississauga Council to recognize causes, events and commemorations of significance to the City of Mississauga and its citizens;

    AND WHEREAS, proclamation statements contribute to the fabric of Mississauga’s society by recognizing cultural diversity and the public good;

    AND WHEREAS, more than half of Mississauga’s population was born abroad and its citizens speak more than 100 different languages;

    AND WHEREAS, Mississauga is home to an active and engaged Vietnamese community whose contributions, cultural heritage, traditions, and achievements enrich the city's diversity and enhance the well-being of the community;

    AND WHEREAS, recognizing and celebrating this occasion fosters inclusivity, strengthens community bonds, and highlights the importance of preserving cultural identity for future generations;

    AND WHEREAS, by issuing this proclamation, the City of Mississauga reaffirms its commitment to supporting cultural heritage, diversity, and civic engagement among all communities;

    Therefore, BE IT RESOLVED THAT: 

    1. The City of Mississauga hereby proclaims April as Vietnamese Journey to Freedom and Heritage Month annually, recognizing the resilience, contributions, and cultural heritage of the Vietnamese community.

Mayor Parrish expressed condolences to the family of Skyler William Berry.

    WHEREAS the Mayor, Members of Council and staff at the City of Mississauga are saddened to learn of the passing of Skyler William Berry, Transit Operator, who passed away on January 24, 2025;

    AND WHEREAS, Skyler joined the Transportation and Works Department in 1995 and worked at MiWay for over 19 years; 

    AND WHEREAS Skyler will be missed by his many colleagues who had the pleasure of working with him and described him as a kind operator;

    AND WHEREAS Skyler is survived by his common law partner Anna Murray and his son Ryan;

    NOW THEREFORE BE IT RESOLVED that sincere condolences be extended on behalf of the Mayor, Members of Council and staff of the City of Mississauga to the Berry family.

Mayor Parrish and Councillor Fonseca spoke to the following matters on the upcoming Region of Peel Council agenda: multi-residential units; to a Fentanyl Task Force; to the size of the Peel Police Service Board; and to an encampment report.  

Members of Council spoke to various events and celebrations taking place in Mississauga.

That the Memorandum of Settlement reached between the City of Mississauga and Amalgamated Transit Union (ATU) Local 172 concession Attendants, as outlined in the Corporate Report entitled “Ratification of the Memorandum of Settlement reached between the City of Mississauga and the Amalgamated Transit Union Local 1572 Concession Attendants” dated January 31, 2025 and attached as Appendix 1 from the City Manager and Chief Administrative Officer be approved.
    2. That the by-law to authorize the execution of a collective agreement between the Corporation of the City of Mississauga and ATU 1572 Concession Attendants, attached as Appendix 2 be enacted.
