Kitrina Fex, Executive Director, Heart House Hospice regarding the newly named Hospice Mississauga and their programs and services

Dr. Ragini Sharma spoke to the City of Mississauga recognizing Hinduphobia in its anti-racism and anti-hate policy.

Councillors Damerla, Reid and Tedjo spoke to the involvement of the Peel Regional Police, the Diversity, Equity and Anti-Racism Committee at the Region of Peel and Peel Region School Boards. Direction was given to staff to bring back a report to the February 2024 Combating Racism, Discrimination and Hatred Advisory Committee meeting to recognize Hinduphobia. Dr. Ragini Sharma responded to questions. 

Mr. Malik, Resident spoke to the Israeli-Hamas war and requested an amended to the Notice of Motion to call for a release of the hostages and an immediate ceasefire in Gaza.

Kathy Leff, Resident asked the following question:

What is the City of Mississauga going to do for anti-Semitism within the City and how many representatives are from the Jewish Community on the Combating Racism, Discrimination and Hatred Advisory Committee. Councillor Fonseca spoke to an interfaith meeting being held at a Combating Racism, Discrimination and Hatred Advisory Committee and Shari Lichterman, City Manager and CAO spoke to previous information provided to the resident regarding anti-Semitism. Councillor Damerla noted that staff have been previously directed to look at the Combating Racism, Discrimination and Hatred Advisory Committee.

Dr. Khadiga Ahmed asked the following question:

How does the motion address the impact of the Israeli-Gaza conflict on the residents of Mississauga, particularly focusing on issues such as Islamophobia? Councillor Parrish responded.

Provincial Decisions on Municipal Official Plans

    That Recommendations PDC-0070-2023 – PDC-0073-2023 as contained in the Planning and Development Committee Report 16 - 2023 – dated November 13, 2023, be approved.

    1. That City Council direct Legal Services, appropriate City staff and any necessary consultants to attend the Ontario Land Tribunal (OLT) hearing in opposition to the Official Plan Amendment and Rezoning applications, under File OZ/OPA 20/007 W4, in their current form, for the lands at 3575 Kaneff Crescent and for Legal Services to bring a report to Council should there be a potential for settlement.
    2. That City Council authorize the Planning and Building Department to instruct Legal Services on requesting mediation or to otherwise enter into settlement discussions during or before the Ontario Land Tribunal hearing process.
    3. That one oral submission be recevied.

    1. That the report titled “Employment Sites Review (SmartCentres Mixed Use Proposals): Findings and Next Steps” dated October 25, 2023, from the Commissioner of Planning and Building, and associated findings and recommendations, be received and forwarded to the Region of Peel for their consideration.  
    2. That any approval of the requested employment conversion for a portion of Site 1 and the western portion of Site 2 be subject to the conditions outlined in the report titled “Employment Sites Review (SmartCentres Mixed Use Proposals): Findings and Next Steps” dated October 25, 2023, from the Commissioner of Planning and Building.
    3. That with respect to Site 1, that the first phase of development that introduces residential uses be limited to the portion of the site located south of Argentia Road, and that  staff explore the use of H holding provisions in order to ensure any other future phase of residential development is coordinated with securing full funding for all-day, two way GO service on the Milton line.

    1. That the 2024 Business Plan and Budget for Tourism Mississauga with a gross cost of $8,433,000, and a net cost of zero – funded from Municipal Accommodation Tax be approved.
    2. That the staff complement supporting Tourism Mississauga be increased by three full time positions.
    3. That the auditor for the City (or designate) be appointed as the auditor for Tourism Mississauga to hold office until the completion of the next annual meeting, or until a successor is appointed, and such auditor shall have all the rights and powers of an auditor provided under the Municipal Act, 2001.
    4. That the City Clerk be authorized as the delegated signing authority to sign all necessary Tourism Mississauga resolutions to represent the annual general meeting for Tourism Mississauga and to give effect to Council’s decision as the sole voting member to approve the 2024 Budget and Business Plan, appoint the auditor and approve the election of Directors to the Board for a three-year term.
    5. That the Signing Authority Policy approved by the Tourism Mississauga Board on October 23, 2023, pursuant to By-law 0232-2022, and Signing Authority Resolution 0001-2023, be approved.
    6. That Tourism Mississauga be authorized to negotiate and execute an agreement with Tribu Experientiel Inc. for the annual sports festival Jackalope for 2024 to 2026 inclusive, including any ancillary agreements, in a form satisfactory to the Legal Services as outlined in this report.
    7. That all necessary by-laws be enacted.

That General Committee supports the Port Credit Business Improvement Area’s request to waive on-street parking charges within the Port Credit Business Improvement Area from November 30, 2023 to January 15, 2024, as outlined in the report dated October 23, 2023, from the Commissioner of Transportation and Works, entitled, “Port Credit and Clarkson On-Street Parking Fees – Request for Fee Holiday (Wards 1 and 2)”
    2. That General Committee supports waiving on-street parking charges in Port Credit outside the Port Credit Business Improvement Area from November 30, 2023 to January 15, 2024, as outlined in the report dated October 23, 2023, from the Commissioner of Transportation and Works, entitled, “Port Credit and Clarkson On-Street Parking Fees – Request for Fee Holiday (Wards 1 and 2)”
    3. That General Committee supports the Clarkson Business Improvement Area’s request to waive on-street parking charges within the Clarkson Business Improvement Area from November 30, 2023 to January 15, 2024, as outlined in the report dated October 23, 2023, from the Commissioner of Transportation and Works, entitled, “Port Credit and Clarkson On-Street Parking Fees – Request for Fee Holiday (Wards 1 and 2)”.
    4. That General Committee supports waiving on-street parking charges inside the Port Credit Business Improvement Area, outside the Port Credit Business Improvement Area and within the Clarkson Business Improvement Area annually from November 30 to January 15 of the following year.

    That unpaid taxes, charges, fees, penalties and interest totalling $169,545.65 as outlined in the corporate report from the City Manager and Chief Administrative Officer dated October 19, 2023 entitled “2023 Strike-Off of Taxes Deemed Uncollectible” be written-off as uncollectible and removed from the tax roll.

    1. That a by-law be enacted to provide for a 2024 interim tax levy based on 50 percent of the previous year’s taxes on those properties subject to an agreement under the City of Mississauga pre-authorized tax payment plan.
    2. That the 2024 interim levy for residential properties enrolled in the due date plan be payable in three instalments on March 7, April 4 and May 2, 2024.
    3. That the 2024 interim levy for properties in the commercial, industrial and multi-residential property classes enrolled in the due date plan be payable in one instalment on March 7, 2024.
    4. That the 2024 interim levy for properties enrolled in a monthly plan be payable in six instalments based on the taxpayer’s selected withdrawal day of either 1st, 8th, 15th, or 22nd of the months of January, February, March, April, May and June 2024.

    1. That the Urban Hen Pilot Program be concluded and that hens remain a prohibited species under Schedule “A” of the Animal Care and Control By-law 0098 2004 as outlined in the report from the Commissioner of Corporate Services, dated October 13, 2023 and entitled “Urban Hen Public Consultation Report”.
    2. That the Urban Hen Pilot participants be permitted to keep their current hens in the locations approved by the City in accordance with the terms and conditions of the Pilot Program, until the end of their natural lifespan.

    That the report from the Commissioner of Corporate Services, dated October 25, 2023, entitled “2022 Access Requests under the Municipal Freedom of Information and Protection of Privacy Act” be received.

    1. That a by-law be enacted to amend various City by-laws substantially in the form attached as Appendix 1 to the Corporate Report dated October 13, 2023 from the Commissioner of Corporate Services, entitled “Housekeeping Amendments to Various City By-laws Necessitated by Administrative Restructurings at the City of Mississauga”, to update:
      1. City staff position titles;
      2. Delegation of authorities (execution of agreements, administration of by-laws, undertaking other actions); and
      3. To implement other housekeeping amendments, necessitated by administrative restructurings at the City of Mississauga.
    2. That a by-law be enacted to amend the Council Procedure By-law 0044-2022, as amended to authorize the City Clerk to bring forward housekeeping by-laws directly to Council for enactment without the need for a corporate report in order to update any references to City staff position titles, departments or divisions that have changed as a result of any administrative restructurings at the City of Mississauga, as outlined in the corporate report.
    3. That a by-law be enacted to authorize the Director, Finance and Treasurer to execute agreements on behalf of The Corporation of the City of Mississauga under the Mississauga Development Charges By-law 0133-2022, which delegated authority will be the same as and in addition to the authority already delegated to the Commissioner of Corporate Services in By-law 0133-2022.
    4. That a by-law be enacted to authorize the City Manager and Chief Administrative Officer to execute agreements on behalf of the Corporation of the City of Mississauga under the Community Benefits Charges By-law 0134-2022, which delegated authority will be the same as and in addition to the authority already delegated to the Commissioner of Corporate Services in By-law 0134-2022.

    Whereas foreign policy is the prerogative of the Federal Government; and

    Whereas Canada recognizes Hamas as a terrorist organization and has heavily condemned the attack on Israel on October 7, 2023; and

    Whereas municipal councils are concerned with more local issues, closer to residents - residents who are increasingly global in outlook; and   

    Whereas any loss of innocent civilian life is unacceptable and tragic; and 

    Whereas incidents of anti-semitism and Islamophobia are unfortunately increasing as the Israeli-Hamas war continues - affecting residents in our cities, especially our youth; and

    Whereas reputable, humanitarian agencies and United Nations spokespersons are expressing deep concern over the deaths, suffering and destruction taking place in this war; and

    Whereas U.N. Secretary General Antonio Guteres reports yearly on the number of children’s casualties in conflicts taking place in various parts of the world, averaging 600 per year, he shockingly reports over 4000 deaths in a single month in the Israeli-Hamas War; and

    Whereas Guteres is advocating most strongly for a ceasefire at this time as are other humanitarian agencies that are being overwhelmed by the conflict - 101 U.N. workers and families killed - such that Gazan hospitals including El Shifa have collapsed without electricity, oxygen, anaesthetics, clean water and adequate light while under constant bombardment; and

    Whereas 220 plus Israeli hostages are suffering under the same conditions the Gazans are enduring; and

    Whereas we have just observed Remembrance Day for those who fought in two World Wars eventually resulting in protocols such as the Geneva Convention - opposing collective punishment, the taking of hostages, using non-combatants as human shields, and more; and

    Whereas millions of protestors throughout the world, including thousands here in Mississauga, are asking for a ceasefire to end the carnage and move toward a solution to the conflict;

    THERERFORE BE IT RESOLVED THAT:

    1. The Council of the City of Mississauga, representing its diverse population, condemns all acts of terror and violence resulting in loss of life and disablement of civilians, most especially seniors, women and children.
    2. Council joins the growing hundreds of thousands of voices - Jewish, Muslim, Palestinian and every other group represented in our City’s diverse population - to call for a release of all hostages and a continued ceasefire in Gaza to allow for urgent medical aid and desperately needed relief as well as immediate steps to initiate discussions on ending the war. 
    3. Encourage the Interfaith Council of Peel and faith leaders from across Mississauga to bring the community together to discuss and publicly speak out on how we can better promote peace, healing and understanding across our local faith communities during this difficult time.

Acting Mayor Councillor Fonseca expressed sincere condolences to the family of John Schlegl, retired Worksperson, who passed away on October 29, 2023.

    WHEREAS the Mayor, Members of Council and staff at the City of Mississauga are saddened to learn of the passing of John Schlegl, retired Worksperson, Works Operations and Maintenance Division, on Sunday, October 29, 2023;   

    AND WHEREAS John retired from the City of Mississauga, Transportation and Works Department in May 2021 after more than 35 years at the City, John grew up in Clarkson and was a true Mississauga boy;  

    AND WHEREAS John started his career working at Lakeview Golf Course before going into Transportation and Works, he loved the work he did and really enjoyed working at the Meadowvale Works Yard, John also enjoyed playing baseball in the City League for the Works team;

    AND WHEREAS John met his wife, Heide at the City as she worked in the Traffic Department as a Traffic Technician and after retirement, John moved to Fergus where he was looking so forward to chilling in his new hot tub this winter;

    AND WHERAS John also enjoyed going on cruises and had done at least 30 of them, John was looking forward to going to Germany for Christmas to see Heide’s family;

    AND WHEREAS John was the fur daddy to 3 yellow Labrador Retrievers (Katja, Ireland and Camilla) and they are going to miss him dearly,

    AND WHERAS John will be greatly missed by his family and all of his friends he made while working at the City, John was a very proud City employee and always told everyone he met what he did at the City;

    NOW THEREFORE BE IT RESOLVED that sincere condolences be extended on behalf of the Mayor, Members of Council and staff of the City of Mississauga to the Schlegl family.

Councillor Dasko spoke to deferring items 17.1 and 17.2. 

Councillor Parrish enquired about the protocol for replacing the Acting Mayor role to attend events and requested information for clarification. Councillor Kovac spoke to the Civic Protocol being reviewed by Governance Committee.

Shari Lichterman, City Manager and CAO spoke to previous discussions at Governance Committee regarding official events, the current system the Mayor's Office is following and that an email would be sent to all Members of Council regarding the process of Councillors attending community events in the absence of the Mayor. Councillor Fonseca noted that this should also be discussed at Governance Committee.

Members of Council announced various recognition days and announced various Ward and City wide events.

Council went into Closed Session at 1:31PM and returned at 2:31PM. Councillors Parrish and Horneck left the meeting at 2:30PM
