Dan Anderson, Resident spoke about his questions with respect to his deputation to the Road Safety Committee on November 21, 2023. Councillor Dasko noted he would ask the committee if there is a desire to develop a subcommittee related to this matter.

In response to Jonathan Giggs, Resident, Mr. Wright spoke to the data related to child ridership rates on Mississauga Transit. Mr. Wright spoke to including more data in the final report on the "MiWay Fare Discount for Children and Seniors - Six Month Pilot Project". In response to Mr. Giggs', Mr. Wright spoke to using communication and engagement in an effort to increase the use of the program.

This matter was considered following item 17.1.

Councillor Mahoney spoke to the background information that lead this the by-law. In response to Councillor Kovac, George Fthenos, Director, Enforcement spoke to the assessment and classifications. In response to Councillor Kovac, Andra Maxwell, City Solicitor spoke to Charter protected rights. In response to Councillor Kovac, Mr. Fthenos spoke to incidents that include block parties; enforcement; case by case basis assessments and the goal of compromising with residents. 

Councillor Reid provided clarity regarding the purpose of the by-law. In response to Councillor Reid, Mr. Fthenos spoke to funding and an upcoming request in the 2025 budget for education and marketing. 

In response to Councillor Damerla, Mr. Fthenos and Raj Sheth, Commissioner, Corporate Services spoke to classes, fines and Gap funding in 2024 in advance of the 2025 budget request.

In response to further questions raised by Councillor Kovac in relation to protests, Ms. Maxwell spoke to the protecting Charter rights and freedoms.

    1. That the corporate report from the Commissioner of Corporate Services, dated November 23, 2023 entitled “Nuisance Gathering Enforcement” be approved.
    2. That a new Nuisance Gathering By-law be enacted to regulate nuisance gatherings within the City of Mississauga, substantially in the form set out in Appendix 2 to this corporate report.
    3. That the new consolidated User Fees and Charges By-law, effective January 1, 2024, includes two new fees to recover costs related to enforcement of nuisance gatherings, as outlined in this corporate report.
    4. That By-law 0025-2015, as amended, being a by-law to appoint City Employees as Municipal Law Enforcement Officers for the purpose of enforcing municipal by-laws, be further amended by adding the new Nuisance Gathering By-law to the list of by-laws that Municipal Law Enforcement Officers in Security Services are appointed to enforce.
    5. That the following City of Mississauga By-laws be amended to introduce a minimum fine of $500 and to increase the maximum fine to $100,000 upon conviction for by-law offences where charges are laid under Part III of the Provincial Offences Act, in accordance with the Municipal Act, 2001:
      1. Business Licensing By-law 0001-2006, as amended;
      2. Debris and Anti- Littering By-law 0219-1985, as amended; and
      3. Noise Control By-law 0360-1979, as amended.
    6. That the Fireworks Licensing and Use By-law 0182-2023 be amended to update the fireworks classification terminology in accordance with the Explosives Regulations, 2013 SOR/2013-211 and make certain amendments to definitions, prohibitions and penalties, substantially in the form set out in Appendix 3 to this corporate report.
    7. That all necessary by-laws be enacted.

(‘JGA’) for design consulting services for Anaka Park Shared Use Artificial Turf and Synthetic Track development in accordance with the City’s Procurement By-law 0013-2022, for an estimated cost of $306,000 including a contingency amount of $100,000 all exclusive of taxes funded from PN 23309 Shared Use Artificial Turf Football/ Synthetic Track Development (PRF009402), as detailed in the Corporate Report dated November 10, 2023, from the Commissioner of Community Services.
    2. That the net budget for PN 23309 New Amenities - Sport Fields and Courts - Lit Artificial Turf Football Field and Track be increased by $650,000 in 2024, funded by the DCA – Recreation and Park Development Reserve Fund # 31315.
    3. That authority be given to increase the total overall budget of PN 23309 from approved gross budget of $3,300,000 to $3,950,000.

Councillor Parrish addressed concerns regarding the strict guidelines in the policy and spoke to reviewing the guidelines related to donated food and bringing forward a motion in early 2024. Councillor Dasko spoke to excluding the marina from the policy and requested that feedback be taken from the facility users regarding food choices. Councillor Mahoney spoke in support of the policy and implementation.

In response to Councillor Kovac, Kristina Zietsma, Director, Recreation and Culture spoke to the rationale for the closure of concession stands at the identified locations. Councillor Fonseca spoke in support of the policy and spoke to the importance of the taking the steps to reduce disease. In response to Councillor Fonseca, Ms. Zietsma spoke to the closure of the Burnhamthorpe Community Centre and part-time staffing at concession stands. 

Councillor Parrish spoke to using a gentle introduction of the policy and having a separate set of guidelines for donated food. Councillor Parrish advised that she will be bringing forward suggestions in early 2024. Shari Lichterman, City Manager and Chief Administrative Officer spoke to the history of the policy and the closure of concession stands. 

Councillor Dasko requested that the Lakefront Promenade Marina be removed from the policy and aligned with golf courses. In response, Jodi Robillos, Commissioner, Community Services spoke to looking at changes once the Regional guidelines have been updated. In response to Councillor Kovac, Ms. Zietsma spoke to looking into adding a vending machine on the ground floor at City Hall.

Mayor Crombie and Councillor Parrish spoke to recent news reports regarding the Region of Peel Dissolution. Shari Lichterman, City Manager and Chief Administrative Officer spoke to the history dating back to 2019 and responded to comments made by Councillor Damerla regarding information requests.

In response to Councillor Damerla, Geoff Wright, Commissioner, Transportation and Works noted there are no plans to upgrade illumination and noted that adjustments can be looked at if needed in particular areas.
