Councillor S. Dasko expressed concerns regarding density, height, the setback, and not fully meeting the 45 degree angular plane. Councillor S. Dasko further expressed the need for the building to fit the character of the area, and that he would be willing to work with the applicant on something more appropriate.

  1. Sofiya Elzanaty, Resident expressed concerns with the application in its current state. S. Elzanaty expressed concerns, and enquired about privacy, shadow impact, traffic safety, parking, height and noise impact.  
  2. Jonathan Giggs, Resident enquired about safety concerns regarding traffic and the volume of cars based on the number of units. E. Turcotte responded to questions.

Councillor S. Dasko expressed concerns regarding the parking ratios, height and the proposal not matching the character of the area. Councillor S. Dasko enquired about a previous Ontario Land Tribunal (OLT) appeal for a neighbouring building. Hugh Lynch, Manager, Development South and David Ferro, Development Planner responded to questions. Councillor S. Dasko advised the applicant to go back and work on the application further with staff and the community.

That the applications under File OZ/OPA 20/019 W9, Blackrock Acquitaine Limited, 6719 Glen Erin Drive, to amend Mississauga Official Plan to revise the Residential High Density – Special Site 2 of Meadowvale Neighbourhood Character Area to permit a maximum floor space index (FSI) of 2.0; and to change the RA4-45 zoning to permit the addition of a 12 storey rental apartment building containing 184 units and 28 rental townhomes with a maximum FSI of 2.0 be approved in conformity with the provisions outlined in the staff report dated July 15, 2022 from the Commissioner of Planning and Building.
    2. That the applicant agrees to satisfy all the requirements of the City and any other external agency concerned with the development.
    3. That the decision of Council for approval of the rezoning application be considered null and void, and a new development application be required unless a zoning by-law is passed within 18 months of the Council decision.
    4. Andrea Dear, Development Planner provided an overview of the Official Plan Amendment and Rezoning applications. A. Dear noted that part 3 of the recommendation should be amended to "H-RA4-Exception".

The following persons spoke:

  1. Jeremy Sporcic, Resident spoke to the need for affordable housing and expressed concerns about the safety of the area, and the lack of community consultation. J. Sporcic further expressed concerns with noise, traffic, obstructed views, shadow impact, privacy and parking. Councillor D. Damerla spoke to a previous community meeting held and advised that she was doing everything she could do to minimise impact.
  2. Grace Mankowski, Resident expressed concerns regarding traffic safety, noise impact, privacy, tree removal, parking and community safety. Councillor D. Damerla spoke to the community meetings held in 2021 and enquired about the facade. Maurizio Rogato, Black Thorn Corp responded to questions and spoke to the community engagement process.

Lucas Petricca, Development Planner provided an overview of the Official Plan Amendment and Rezoning applications. Councillor S. Dasko spoke to the history of the applications, and the landscape buffer. Councillor S. Dasko expressed residents' concerns with traffic in and out of this location, and enquired about underground parking and the location of the entry and exit. L. Petricca and Glen Broll, GSAI responded to questions. 

The following persons spoke:

  1. Norman Leclair, Resident expressed concerns regarding privacy, quality of life, traffic, illegal parking, and crime. Councillor S. Dasko responded to questions and advised that he worked with the applicant to have a large wooden fence with a landscaping buffer.
  2. Jonathan Giggs, Resident enquired about the changes to the renderings, and why the underground parking garage was removed. J. Giggs further expressed concerns about the lack of pedestrian connections. G. Broll, L. Petricca and Hugh Lynch, Manager, Development South responded to questions.
