Michi McCloskey, Sajecki Planning provided an overview of the Official Plan Amendment and Rezoning application.

The following person spoke:

  1. Al Zawadzki, Resident enquired about when a safety study would take place and enquired about the developer. M. McCloskey responded.

Councillor C. Fonseca enquired about correspondence received. ️Robert Ruggiero, Planner responded. Councillor C. Fonseca further enquired about the previous community meetings, onsite parking, visitor parking, shadow study, traffic study and speed study. R. Ruggiero responded. Councillor A. Tedjo enquired about family units, purpose built rentals, and affordable units. M. McCloskey responded. Councillor C. Parrish noted support for the family units and amenities.

Adam Lucas, Development Planner provided an overview of the Official Plan Amendment and Rezoning applications.

Councillor J. Kovac enquired if apartments can be accommodated. A. Lucas responded.

The following persons spoke:

  1. Doug Colling, Resident expressed support for staffs recommendation.
  2. Aryan Anwar, Resident expressed concerns regarding the shared access with the new development, parking access, resident safety, environmental impacts and traffic. Emma Calvert, Manager, Development Engineering & Construction responded to questions.
  3. Simon Hoac, Resident enquired about the construction timeline and expressed concerns regarding safety, traffic, exiting and entering the property, and lack of accessibility.
  4. Akram Mohammed, Resident enquired about the development and appeals timeline.  A. Lucas responded.
  5. David Sajecki, Sajecki Planning spoke to continuing to work with the City to refine the application and provide different options. D. Sajecki noted that they plan to have smaller scale meetings with the residents to provide their feedback.
  6. Jonathan Giggs, Resident enquired about the minimum growth target with respect to density and enquired about the location of the POPS (Privately Owned Public Space). A. Lucas and D. Sajecki responded. 

Committee members engaged in discussion and spoke to the POPS, the appeal process, and the Provincial targets for the City. Andrew Whittemore, Commissioner, Planning and Building responded. Councillor J. Kovac spoke to the community engagement process.

That City Council direct Legal Services, representatives from the appropriate City Departments and any necessary consultants to attend the Ontario Land Tribunal hearing on the subject applications under File OZ 21/002 W4, 30 Eglinton Avenue West Limited (c/o Crown Property), 30 Eglinton Avenue West to permit three apartments with heights of 34, 32 and 28 storeys and ground floor commercial uses, in support of the recommendations outlined in the report dated February 10, 2023 from the Commissioner of Planning and Building, that concludes that the proposed official plan amendment and rezoning are not acceptable in their current form and should not be approved.
    2. That City Council provide the Planning and Building Department with the authority to instruct Legal Services on modifications to the position deemed necessary during or before the Ontario Land Tribunal hearing process, however if there is a potential for settlement, then a report shall be brought back to Council by Legal Services.
    3. That six oral submissions be received.

David Ferro, Development Planner provided an overview of the Official Plan Amendment and Rezoning application.

The following persons spoke:

  1. Ben Szmuklerz, Resident expressed concerns regarding density, traffic, lack of parking, increased wind, shadows and loss of open space.
  2. Mary Simpson, Resident expressed concerns regarding height, lack of parking, lack of benefit to the community, lack of collaboration with the community. M. Simpson also spoke regarding affordable housing units.
  3. Chris Mackie, Resident expressed support for planning staff's recommendation. C. Mackie expressed concerns regarding height, density, FSI, parking, and impact to local infrastructure. C. Mackie also enquired about affordable units.
  4. Jonathan Giggs, Resident spoke to a letter from the Minister of Municipal Affairs and Housing and enquired about the Regional Official Plan and maximum heights for MTSAs. J. Giggs also enquired about the Mississauga Official Plan and the urban hierarchy. A. Whittemore responded.
  5. Mike Raftas, Resident expressed concerns regarding traffic, density and the impact to future festivities in the area. 

Councillor A. Tedjo expressed concerns regarding the application and the need for the applicant to collaborate with staff. Councillor S. Dasko spoke to the lack of collaboration with the applicant and expressed concerns regarding the impact to the infrastructure, lack of parking, and the impact to the heritage of the area. Councillor S. Dasko recommended that the public provide their feedback to their local MPPs as well to provide support at the Provincial level.

    2.
