    That the request to alter a designated heritage property: 167 Lakeshore Road West, as per the Corporate Report from the Acting Commissioner of Community Services dated August 20, 2021, be approved.

A presentation was provided to the Committee Members by Dillon Consulting on the Marina Park project and the Committee Members provided comments and feedback.

Antoine Musiol, Citizen Member requested further information on the following:
•    Clarification on the version presented of the north parking;
•    the need to prioritize pedestrians over vehicles;
•    the impact on parking when the location of events is moved from Port Credit Park to           Marina Park;
•    the pedestrian walkway width; and 
•    clarification that the recommendation applies to the shoreline work and dredging but            not the design elements.

Randy Jamieson, Senior Project Manager, Park Development advised the committee as follows:
•    staff have dealt with stakeholders on the project to try and incorporate recommendations to the design;
•    space would be created at the north end of the lot, north of the boat and trailer parking area, and this would provide flexiblility to close the lot for smaller events;
•    parking spaces would be dispersed throughout the community but these events are small and not regular occurrences; and
•    connections would be made to the east side of the harbor down to J.C. Saddington Park and Memorial Park Arena.

Ian Dance, Dillon Consulting Limited advised the Committee that there was a lot of public input and the outcome focuses on pedestrian’s enjoyment of the waterfront promenade. Mr. Dance stated that providing balance is part of the parking discussion and confirmed that the iteration of the north parking presented is the current version.

John Dunlop, Manager, Heritage Planning and Indigenous Relations commented that detailed designs are not finalized and would be brought to the Committee. Mr. Dunlop further advised that the work being approved is not a radical departure from what was there, the footprint is not changing dramatically and the final detailed design will come back to staff for permitting.

    That the request to revitalize Marina Park, as per the Corporate Report from the Acting Commissioner of Community Services dated August 23, 2021, be approved on the condition that the approval is for 60% of the design work as presented, including all technical and preparatory work with the final detail and design requiring an additional permit.
