Jamie Brown, Manager, Municipal Parking and Brenda Peterson, Project Leader, Parking Permit, provided a deputation on the City of Mississauga’s Parking Master Plan. 
Mr. Brown noted that the plan had been approved by Council in June 2019 and described:

  • The purpose and goals of the plan
  • The consultation strategies used to gather information
  • The parking related themes that were identified through the consultation process
  • The 10 key policy areas that were developed
  • The core recommendations that were included as part of the plan
  • Next steps and activities related to the plan

Brenda Peterson, Project Leader, Parking Permits provided information on the Parking Permit review. Ms. Peterson noted that the purpose of the project was to review and consolidate parking related matters with the goal of improving customer satisfaction. 

Louise Goegan, Citizen Member asked if implementing City of Mississauga wide permitted street parking was part of the Parking Permit review. It was noted that all parking permits would be part of the review. Aamira Alvi, Citizen Member suggested that designated parking in school zones be considered, noting that in school zones where there is designated parking traffic is improved. Robert Crocker, Citizen Member inquired about mitigating flooding by addressing parking. Mr. Brown noted that part of the project would involve looking at built form guidelines and key components for green design related to parking. Sandra Thomson, Citizen Member inquired about the consistency of parking rules across the City of Mississauga. Mr. Brown indicated that the rules were applied consistently but that the communication of the rules required improvement and that the Parking Permit review would look at ways to improve communication. Peter Westbrook, Chair invited Mr. Brown and Ms. Peterson to return and update the committee on their progress.

Luca Franceschetti, Co-Op Student, Active Transportation provided Traffic Safety Council with information about the activities that had taken place during Walk to School Month. Mr. Franceschetti updated the committee on:

  • The purpose of the School Walking Routes Program
  • The goals of the Walking to School Month campaign
  • The communication tactics used to help with the launch of the Walking to School Month campaign including social media, digital signs, the webpage and 2 mobile signs per Ward in the City of Mississauga
  • Metrics related to the social media campaign
  • The costs associated with the campaign 

Mr. Franceschetti spoke to future campaigns and activities that might be helpful in encouraging active transportation to school.

Peter Westbrook, Chair spoke to future collaborations and events related to active transportation. Councillor Chris Fonseca thanked and congratulated those who were part of the campaign and noted support for encouraging active transportation to school during the winter months. Councillor Fonseca also encouraged collaboration between the Mississauga Traffic Safety Council, The City of Mississauga’s Active Transportation team and the Mississauga Cycling Advisory Committee.

  3. The total public question period time is 15 minutes maximum and shall not be extended by the Chair; and

Site Inspection report for the site inspection conducted on October 5, 2021 at the intersection of Derry Road West and Rosehurst Drive for the students attending Lisgar Middle School.


RECOMMENDATION


That no additional measures be required at this time, as the intersection of Derry Road West and Rosehurst Drive functions well for the students attending Lisgar Middle School.

  1. That the warrants have been met for the placement of a school crossing guard for the students of St. Barbara Catholic Elementary School for 8:00-8:30 AM and 3:00-3:20 PM at the intersection of Westbridge Way and Bellshire Gate.
  2. That Transportation and Works be requested to add a stop bar on Westbridge Way.
  3. That Transportation and Works be requested to paint a zebra marked crosswalk on the east leg of the intersection of Westbridge Way and Bellshire Gate.
  4. That Transportation and Works be requested to add corner prohibitions on Bellshire Gate north ad south of Westbridge Way.

Site Inspection report for the site inspection conducted on October 13, 2021 at the intersection of Westbridge Way and Bellshire Gate for the students attending Levi Creek Public School and St. Barbara Catholic Elementary School.

Louise Goegan, Citizen Member, requested that the recommendation be amended to include that Traffic Safety Council would re-inspect the intersection of Westbridge Way and Bellshire Gate once the pavement markings were in place. Robert Crocker, Citizen Member, raised concerns with respect to the clarity of the recommendation. Ms. Goegan provided context for the recommendation. Sheelagh Duffin, Supervisor, Crossing Guards, noted that the recommendation could be amended to clarify that the warrants for placing a Crossing Guard were met for St. Barbara Catholic Elementary School but not Levi Creek Public School, which starts later than St. Barbara Catholic Elementary School once traffic has decreased.

RECOMMENDATION

  1. That the warrants have not been met for the placement of a school crossing guard in front of the school at 3535 Cedar Creek Drive for the students attending Silverthorn Public School.
  2. That Transportation and Works be requested to review signage in the area of Silverthorn Public School and replace faded signage.

  1. That the warrants have not been met for the placement of a school crossing guard  at the intersection of Riverspray Crescent and Runningbrook Drive for the students attending St. Teresa of Calcutta Catholic Elementary School.
  2. That Transportation and Works be requested to implement "No U-Turn" Signage on Runningbrook Drive within the school zone of St. Teresa of Calcutta Catholic Elementary School and review all signage on Runningbrook Drive.
  3. That Parking Enforcement be requested to enforce the "No Stopping" areas on Runningbrook Drive and Riverspray Crescent at St. Teresa of Calcutta Catholic Elementary School.

Councillor Chris Fonseca spoke in support of the recommendation noting the importance of requesting that the Transportation and Works Department install “No U-Turn” signage within the school zone.

  1. That the warrants have not been met for the implementation of a school crossing guard at the intersection of Tours Road and Miller's Grove for the Students attending Miller's Grove Public School and St. John of the Cross Catholic Elementary School.
  2. That Transportation and Works be requested to paint zebra Markings on the east leg of the intersection of Tours Road and Miller's Grove for the Students attending Miller's Grove Public School and St. John of the Cross Catholic Elementary School.
  3. That Traffic Safety Council be requested to re-inspect the intersection of Tours Road and Miller's Grove for the Students attending Miller's Grove Public School and St. John of the Cross Catholic Elementary School in the spring of 2022 once the zebra marked crosswalk is in place across Tours Road east leg.
  4. That Parking Enforcement be requested to enforce the "No Stopping/No Parking" zones in the school area of Miller's Grove Public School and St. John of the Cross Catholic Elementary School on Miller's Grove at 8:20 - 8:45 AM and 2:55 - 3:15 PM.
  5. That the Principal of Miller's Grove Public School be requested to remind students living on the west side of Miller's Grove and south of the intersection to not cross the intersection of Miller's Grove and Tours Road on the diagonal.

Traffic Safety Council discussed the creation of a form with common comments and standard wording for use at site inspections. There was general consensus that a committee including Councillor Chris Fonseca, Junaid Shah, Citizen Member and Sheelagh Duffin, Supervisor, Crossing Guards would work on developing the form.  

Megan Piercey, Legislative Coordinator informed Traffic Safety Council that Reanne Kassar, Legislative Coordinator, would be taking over as the Legislative Coordinator for Traffic Safety Council.
