Site Inspection Report - McBride Public School (Ward 6)

Site Inspection report for the site inspection conducted on November 10, 2022 and November 17, 2022 at the intersection of McBride Avenue and Grechen Road for the students attending McBride Public School.

RECOMMENDATION

1. That the warrants have not been met for the placement of a school crossing guard at the intersection of McBride Avenue and Grechen Road for the students attending McBride Public School.
2. That Traffic Safety Council be requested to re-inspect the intersection of McBride Avenue and Grechen Road in spring 2023.

9.1 McBride Public – I support the conclusions on the study which I was just provided on January 23^rd.  As the local Councillor I’ve asked staff for additional information on the study. I’ve also asked TW which tools to assist on speed moderation are being thought of for the site. I want to ensure we connect with the neighbours about those plans and bring them along with the decision. I am currently awaiting TW response.

RECOMMENDATION

1. That Transportation and Works be requested to complete the following:
   1. Install speed zone signage on Sladeview Crescent once the "neighbourhood area speed limit project" map is completed.
   2. Review the signage and replace the faded "no stopping" signage in front of Loyola Catholic Secondary School at 4010 Sladeview Crescent.
   3. Paint zebra markings on all four legs of the intersection of Ridgeway Drive and Drummond Road.
2. That the Principal of Loyola Catholic Secondary School be requested to remind students crossing at the traffic signals at Drummond Road and Ridgeway Drive to not enter the crosswalk once the white walking man is no longer displayed and the countdown timer is displayed.

Site Inspection report for the site inspection conducted on December 8, 2022 at 1100 Rathburn Road West and the park path linking to the school for the students attending St. David of Wales Catholic Elementary School.

RECOMMENDATION

1. That the warrants have not been met for the placement of a second school crossing guard at the midblock crossing for St. David of Wales Catholic Elementary School at 1100 Rathburn Road West.
2. That Peel Regional Police be requested to attend St. David of Wales Catholic Elementary School at 1100 Rathburn Road West near the school crosswalk between the hours of 8:15 AM - 8:45 AM and 3:15 PM - 3:45 PM to enforce the 40KM/HR speed limit.

9.7 Site Inspection Report – St. David of Wales – I want to thank the volunteers for their work and time at the school which I was able to come and observe. I am currently following up with Transportation and Works about an improved crosswalk at the school across Rathburn. I continue to get messages from the community about reckless driving both when the crossing guard is present and equally or more when they are not present. Even when school is not in session there is a healthy number of pedestrians on the Rathburn trails and crossing between the school and park.

Site Inspection Report - Rotherglen School (Ward 11)

Site Inspection report for the site inspection conducted on December 13, 2022 - AM and January 17, 2023 - PM in front of the school at 929 Old Derry Road for the students attending Rotherglen School.

RECOMMENDATION

1. That the head of school of Rotherglen School be requested to complete the following:
   1. Remove the chain blocking alternate egress from Rotherglen School to Gaslamp Walk at AM school entry and PM school dismissal and that signage be installed indicating "exit only".
   2. Implement modifications to the traffic circle on school property, signage and pavement markings to direct traffic wanting to proceed East on Old Derry Road to use the re-opened exit driveway on Gaslamp Walk to proceed South on Gaslamp Walk and East on Old Derry Road, and that traffic wanting to proceed Westbound on Old Derry Road continue to use the school driveway to access Old Derry Road.
   3. Advise parents of the new procedure for accessing Old Derry Road via Gaslamp Walk for all Eastbound traffic on Old Derry Road.
2. That once part 1 of the recommendation has taken place, Transportation and Works be requested to extend the "no stopping" zone on Gaslamp Walk North an additional 50 metres from the stop sign at the intersection of Gaslamp Walk and Old Derry Road.
3. That Traffic Safety Council be requested to re-inspect once parts 1 and 2 of the recommendation have been implemented.

2. That the Principal of Dolphin Senior Public School be requested to remind parents and students that Pioneer Drive is closed to traffic during the Region of Peel construction period.

That Transportation and Works be requested to conduct a 24 hour speed study on Edistel Crescent between Penfield Road and Chriseden Drive to determine if there is an issue with vehicles speeding.

Site Inspection report for the site inspection conducted on January 19, 2023 in front of school on Chriseden Drive for the students attending Tecumseh Public School.

RECOMMENDATION

1. That the warrants have not been met for the placement of a school crossing guard at Tecumseh Public School, in front of the school on Chriseden Drive.
2. That Parking Enforcement be requested to enforce the "no stopping" zones on Chriseden Drive in front of Tecumseh Public School between the hours of 8:35 - 9:00 AM and 3:00 - 3:25 PM.
3. That the Principal of Tecumseh Public School be advised that the Ontario Highway Traffic Act States:
   1. HTA 176 (5) No person other than a school grossing guard shall display on a highway a school crossing stop sign.
   2. HTA 176 (1) "school crossing guard" means a person sixteen years of age or older who is directing the movement of persons across a highway and who is, A) employed by a municipality, or B) employed by a corporation under contract with a municipality to provide the services of a school crossing guard. RSO, 1990. C.H.8, S176(1) 2005.

RECOMMEND RECEIPT

Junaid Shah, Citizen Member, requested that Parking Enforcement review the parking surrounding Artesian Drive Public School. Jo-Ann Sutherland, Manager, Parking Enforcement responded that staff will look into it.

Louise Geogan, Citizen Member, expressed concern with the current parking enforcement measures at school's. Members of the committee expressed agreement and discussed ticketing measures, enforcement times and illegal parking. J. Sutherland responded to questions. 

Peter Westbrook, Chair, suggested that a working group be created.
