Mayor Crombie, Chair, called the meeting to order at 2:45 PM.

“We acknowledge the lands which constitute the present-day City of Mississauga as being part of the Treaty and Traditional Territory of the Mississaugas of the Credit First Nation, The Haudenosaunee Confederacy the Huron-Wendat and Wyandotte Nations. We recognize these peoples and their ancestors as peoples who inhabited these lands since time immemorial. The City of Mississauga is home to many global Indigenous Peoples.


As a municipality, the City of Mississauga is actively working towards reconciliation by confronting our past and our present, providing space for Indigenous peoples within their territory, to recognize and uphold their Treaty Rights and to support Indigenous Peoples. We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples.”

M. Chiu spoke to the impact of strong mayors power legislation on the budget, revised 2024 budget timelines, and budget consultation dates. Committee members enquired further about the strong mayors power and the impact on timelines and voting. Andra Maxwell, City Solicitor and Director of Legal Services responded to questions.

  2. A person is limited to two (2) questions and must pertain specific item on the current agenda and the speaker will state which item the question is related to;

Diana Rusnov, Director, Legislative Services and City Clerk read the following questions on behalf of Jonathan Giggs, Resident:

  1. Will a Mississauga resident being able to book a foursome with the 5% discount even if some of the golfers in the group do not reside in Mississauga?  Will individual greens fee be determined at the course?
  2. What is the policy if a foursome is booked and only two golfers arrive, effectively blocking others from access to the tee and denying revenue to the City?  Will the golfers be fully charged for the foursome?

Jodi Robillos, Commissioner, Community Services responded to questions and advised that residents would receive the 5% discount and non-residents would not. J. Robillos further advised that there wasn't a concern with people not showing up for their tee times and that individuals on standby would fill any empty spots.

Robillos advised that staff would report back on the Sauga Summer Pass. G. Wright advised that an update on the fare pilot program would be brought back.

    9. Councillor J. Horneck enquired if further fees and charges would need to be approved if Council approved the Zoning By-law amendment to allow triplexes and fourplexes. Andrew Whittemore, Commissioner, Planning and Building responded and advised that a revised set of fees and charges would be brought back once the work was completed on Bill 109 and 23.

Committee members engaged in discussion and enquired about the replacement parking application, the increase in fees, challenges with pay and display, length of parking time allowed, the expansion of parking in parks, and parking fees at Living Arts Centre.

Councillor J. Horneck requested that The Riverwood Conservancy be included in the expansion of the parking in parks discussion.

Geoff Wright, Commissioner, Transportation and Works and Jamie Brown, Manager, Municipal Parking responded to questions and spoke to the procurement process for the parking application and advised that staff would follow up with more detailed timing of the application launch.

    1. That the Traffic By-law 0555-2000, be amended in accordance with the corporate report entitled “Paid Parking Fees and Additional Paid Parking Locations” from the Commissioner of Transportation and Works and dated September 12, 2023, as follows:
      1. To increase existing on-street paid parking fees by $1.00 per hour, as outlined in Appendix 1;
      2. To increase existing off-street paid parking fees by $1.00 per hour, as outlined in Appendix 2;
      3. To implement paid parking at additional off-street parking lots, as outlined in Appendix 2; and
      4. To implement paid parking at additional on-street paid parking locations, as outlined in Appendix 3.
    2. That staff be authorized to enter into discussions with the Credit Valley Conservation Authority and the Region of Peel to seek approval to implement paid parking at the parks outlined in the report from the Commissioner of Transportation and Works, dated September 12, 2023, and entitled “Paid Parking Fees and Additional Paid Parking Locations”.
    3. That the 2024 Business Plan & Budget incorporate funding for operating cost budget of $188,000.
    4. That 2024 Business Plan & Budget incorporate a new 2024 capital project PN# 24057 “Paid Parking Fees and Additional Paid Parking Locations” with a gross budget and net budget of $250,000 and that funding be allocated from Parking Meter revenues Reserve Fund Account #35519.
    5. That all necessary by-laws be enacted.
